Harold B. “Hal” Oakley
Harold B. (Hal) Oakley focuses his practice on corporate and other business law (including transactional health care law), mergers and acquisitions, estate planning and education law. He represents both publicly and privately held companies, hospitals and related heath care providers, colleges and public school systems, and many individuals. He is engaged in the acquisition and disposition of businesses and business segments and the creation of joint ventures. He has also helped structure private equity funds and private placements of securities for both established and start-up businesses and assisted in the public registration and exchange listing of securities for the firm's publicly held corporate clients. As an outgrowth of his business practice, which began with a large St. Louis law firm in 1993, Hal also assists in business and wealth succession planning for many individual clients with significant business and personal assets.
Hal is extensively involved in the community, particularly in organizations committed to the social, educational and cultural betterment of society. He is the Chairman of the Board of Trustees of Transitions of Western Illinois; serves on the governing boards of Westminster College, the Quincy Society of Fine Arts, the Quincy Foundation for Quality Education, The Blessing Foundation, Inc., the City of Quincy Lincoln Commission, the Adams County Chapter of the American Red Cross; and is Division Leader of the United Way of Adams County Special Gifts Division. In the past he has been the President of the Historical Society of Quincy and Adams County and a board member of Great River Recovery Resources.
